fatal error RC1015: cannot open include file windows.h
This is in an attempt to build an InstallScript project in IS 2023 standalone build.
Disregard the rc.exe command results. this happens on a working environment as well.
though not obvious from the error message, this was due to an invalid path reference to a file referenced on dialogs.
